U.S. Congressman. He graduated from the University of Georgia, in 1858, studied law, was admitted to the bar in 1859 and commenced practice in Clinton, Georgia. During the Civil War, he served as a Lieutenant Colonel in the 2nd Georgia Battalion, Floyd Rifles, Confederate Army. After the war, he was a delegate to the Georgia State constitutional convention in 1865. In 1873, he was elected as a Democrat to the Forty-third Congress and to the next nine succeeding Congresses, serving until 1893. After leaving Congress, President Cleveland appointed him commissioner to the Hawaiian Islands, serving (1893-94). Returning to Georgia, he devoted his time to his plantation until his death at age 65.
