U.S. Congressman. He graduated from the law department of the University of Iowa, in 1891 was admitted to the bar and commenced to practice law in Kansas City, Missouri. Moving to Colorado, in 1893, he was City Attorney of Highlands, (1896-97), Elbert County Attorney (1897-1907) and Grand County Attorney, (1909-13). He also was a member of the Colorado State House of Representatives in 1902 and a member of the Denver Board of Education (1900-02, 04-09, 13-17). In 1915, he was elected as a Democrat to the Sixty-fourth and Sixty-fifth Congresses, serving until 1919. Not a candidate for re-nomination, he resumed the practice of law and was Chief Justice of the Colorado Supreme Court from 1930 until his death.
