U.S. Senator. He moved to Colorado with parents in 1877, later studied law, was admitted to the bar in Salt Lake City, Utah, in 1897, graduated from Harvard University in 1899 and commenced the practice of law in Denver, Colorado, in 1900. He was one of the founders of the Progressive Party in Colorado in 1912 and was appointed a member of the United States Tariff Commission by President Woodrow Wilson, serving (1917-28). In 1930, he was elected as a Democrat to the United States Senate, serving until 1937. After his term, he retired from professional and political activities until his death at age 64.
