Colorado Governor. He attended Knox College Illinois, where he earned both a Bachelor of Arts degree and a Master of Arts degree. During the Civil War, he served as a sergeant in Company C, of the 137th Illinois Infantry, Union Army and saw action in Tennessee. After the war, he studied law, was admitted to the bar in 1867, then served as clerk and recorder of Bond County Illinois, (1868-72). Relocating to Denver Colorado, in 1872, he practiced law, was the vice president of the German National Bank and was successful in the cattle business. In 1888, he was elected the 6th Governor of Colorado and served until 1891. While in office he founded a reformatory school in Chaffee County, a orphan's home in Denver and thirteen new counties were created. Not seeking reelection, he resumed the practice of law, built the Cooper Building in Denver and was president of the Denver Chamber of Commerce until his retirement in 1897.
