Delaware Governor. After attending Wesley College, he received a law degree from Washington and Lee University in 1923, was admitted to the Delaware Bar in 1924 and practiced law in Dover, Delaware. Entering politics, he served as a member of the Delaware General Assembly and was an attorney for the Kent County Levy Court. He also served as Delaware State Secretary, (1937-38), a superior court judge, (1938-57), president judge of the Delaware Superior Court (1957-62) and as chief justice of the Delaware Superior Court (1963-64). In 1964, he was elected as a Democrat the 70th Governor of Delaware, serving until 1969. During his term in office, he chaired the Education Commission of the States and dealt with one of the most turbulent times in American history. The civil rights movement, the Vietnam conflict, social unrest and riots in Wilmington, Delaware, were issues he had to confront. After leaving office, he retired from politics and practiced law until his death.
