U.S. Congressman. He graduated from Yale College in 1778 and served in the US Continental Army during the American Revolution. After the war, he studied law, was admitted to the bar in 1780 and commenced to practice law in Newtown, Connecticut. He was a member of the Connecticut State House of Representatives, (1791-97) and served in the Connecticut State Senate, (1797-99). In 1797, he was elected as a Federalist to the Fifth Congress to fill the vacancy caused by the death of James Davenport and reelected to the Sixth Congress, serving until 1801. Declining to be a candidate for re-nomination, he was a member of the Connecticut State House of Representatives, (1801-02) and an associate judge of the Connecticut State Supreme Court, (1805-19).
