Alfred was born to Henry Milnes and Mary (Amyss) Milnes, who were both also born in England. He immigrated to the United States in 1854 with his parents and they settled in Iowa before moving to Michigan in 1860. He enlisted as a private in Company C, Seventeenth Regiment, Michigan Volunteer Infantry, June 30, 1862, and served in the Union Army throughout the Civil War. For 27 years, he ran a grocery business in Coldwater, Michigan where he held several city offices before serving in Congress.

Elected to represent Michigan's 3rd District in the United States House of Representatives, serving from 1895 to 1897. Also served as a Member of the Michigan State Senate for the 7th District from 1889 to 1892, Lieutenant Governor of Michigan from 1894 to 1895, and Delegate to the Michigan State Constitutional Convention for the 6th District from 1907 to 1908.
