Maryland Governor. Educated at Mount St. Mary's College, the Georgetown University, and Harvard Law School, Carroll established a legal career in Baltimore, Maryland. He was a member of the Maryland State Senate, (1868-76). In 1876, he was elected as a Democrat the 37th Governor of Maryland, serving until 1880. During his tenure, a longstanding boundary dispute with Virginia was resolved, the State House's old senate chamber was modernized, a new description was sanctioned for the state seal, the John Hopkins University was founded and the Baltimore and Ohio Railroad strike was resolved. After leaving office, he was a member of the Howard County School Board and was director of the Patapsco National Bank.
