Maryland Governor. He served as the Governor of Maryland from 1862 to 1866, leading the state through the Civil War as a member of the Union Party. A staunch Unionist, he facilitated the raising of troops and public support for the Union Army, and saw his state invaded three times by Confederate forces during the course of the war. He stridently opposed the military occupation of his state, and often clashed with Union military leaders. In July 1864, during the strike though the state by Confederate forces under Major General Jubal Early, his residence was burned to the ground by cavalry lead by Brigadier General Bradley T. Johnston. He was succeeded in 1866 by Governor Thomas Swann.
