U.S. Congressman. Born in Clarksburg, West Virginia, he attended the Northwestern Virginia Academy, graduated from the Lexington Law School in 1856, was admitted to the bar and commenced practice in Clarksburg, West Virginia. He was a member of the Virginia house of Delegates in 1861, which was the formation of a new State loyal to the Union at the advent of the Civil War in 1861. He was a delegate to the Democratic National Conventions in 1868 and a member of the West Virginia House of Delegates, (1869-70). In 1871, he was elected as a Democrat to the Forty-second Congress and reelected as an Independent Democrat to the Forty-third Congress, serving until 1875. Not a candidate for re-nomination, he resumed the practice of law until his death at age 80 in Clarksburg, West Virginia. His son John William Davis was also a U.S. Congressman.
