US Congressman. Born in Wellsburg, West Virginia, he graduated from Bethany College West Virginia, in 1871, studied law, was admitted to the bar and commenced the practice of law in Wheeling, West Virginia, in 1874. In 1889, he presented credentials as a Democratic Member-elect to the Fifty-first Congress, served until 1890, was reelected to the Fifty-second and Fifty-third Congresses, serving until 1895. An unsuccessful candidate for re-nomination, he resumed the practice of law until his death at age 65.
