Civil War Union Army Officer, US Congressman. Served during the Civil War as Colonel and commander of the 77th New York Volunteer Infantry. He was elected as a Republican to represent New York's 15th District in the United States House of Representatives, serving from March 4, 1859 to March 3, 1863. In 1870, President Ulysses S. Grant appointed him as Chief Justice of the Superior Court of the Utah Territory, making him the first federal judge for Utah.
