U.S. Congressman. Born in Boston, Massachusetts, he was employed as a longshoreman and moved to Galveston, Texas, in the 1870s. There he was assistant chief of the Galveston Fire Department, studied law, was admitted to the bar in 1892 and commenced to practice law. He was a member of the Texas State House of Representatives in 1892 and served in the Texas State Senate, (1893-94). In 1895, he was elected as a Democrat to the Fifty-fourth Congress, serving until 1897. Not a candidate for reelection, he resumed the practice of law, was prosecuting attorney of Galveston County Texas, (1904-12) and elected judge of Galveston County Court in 1920, serving until his death at age 62.
