World War I Victoria Cross Medal Recipient. He served as a Private in the 7th Battalion, British Columbia Regiment, Canadian Expeditionary Force. On the dates of August 15 to 17, 1917, Private O'Rourke was a stretcher-bearer in actions at Len, France. During the this period, he worked dressing wounds, carrying wounded, getting them food and water while under constant enemy fire. For courage and devotion to duty, he was awarded the Victoria Cross Medal.
