U.S. Congressman, U.S. Senator, Maryland Governor. He attended Jefferson College Pennsylvania, studied law, was admitted to the bar in 1845 and commenced to practice law in Hagerstown, Maryland. He was a member of the Maryland State House of Delegates, (1846-48) and elected as a Democrat to the Thirty-first, Thirty-second and Thirty-third Congresses, serving (1849-55). Not a candidate for re-nomination, he resumed the practice of law and was elected as a Democrat to the United States Senate, serving (1865-79). Not a candidate for reelection, he was elected the 38th Governor of Maryland, serving (1880-84). After leaving office, he returned to the practice of law until his death at age 68.
