U.S. Congressman. He studied law, was admitted to the bar in 1859 and proceed to practice law in Knoxville, Tennessee. During the Civil War, he served as a Private in the Tennessee Volunteer Infantry, Union Army. After the war, he was a member of the Tennessee State constitutional convention in 1865, judge of the circuit court of Tennessee, (1866-70) and a member of the Tennessee State House of Representatives, (1873-75). In 1879, he elected as a Republican to the Forty-sixth Congress and to the next six succeeding Congresses, serving until his death. Upon his death, his John Chiles Houk, was elected as a Republican to the Fifty-second Congress to fill his father’s vacancy.
