New Hampshire Governor, U.S. Senator. Educated at academies in Maine and New Hampshire, he became successful in the family paper manufacturer business. During the Civil War, he served as a First Lieutenant regimental quartermaster of the 13th Regiment, New Hampshire Volunteer Infantry, Union Army. Entering politics after the war, he was a member of the New Hampshire House of Representatives, (1853-55), served as the New Hampshire State railroad commissioner, (1865-67) and was the Mayor of Manchester New Hampshire, (1871-73). In 1875, he was elected as a Republican the 44th Governor of New Hampshire, serving until 1877. During his tenure, patronage jobs and judicial appointments were reinstated to the Republican Party, state government was restructured and reform measures were initiated to stabilize the state’s declining economy. After leaving office, he was elected to the U.S. Senate, serving (1886-87). After his term, he served as the envoy extraordinary to Switzerland, (1892-93) and served as the envoy extraordinary to Switzerland, one year for his death at age 73.
