Dominica Politician. Charles served as the Prime Minister of Dominica, an island in the Carribean from October 3, 2000 to his death on January 6, 2004. Charles succeeded Prime Minister Roosevelt 'Rosie' Douglas who had unexpectedly died in office at the age of 58. A former teacher Charles also served as a Senator in the Dominica Interim Government from 1979 to 1980, a Member of the Dominica Labor Party (DLP), an MP for Grand Bay in 1985, Opposition MP from 1986 to 2000, Minister for Communications and Work from January 2000 to October 2000, Head of Finance, Economic Planning and Carribean Affairs, and Chairman of the Carribean Community (CARICOM) in 2003. He also attened several conferences as an MP during the Commonwealth Parliamentary Association in Cyprus in 1993, Malaysia in 1996, and New Zealand in 1998. Prime Minister Charles passed away at the age of 49 following a battle with several illnesses, on January 6, 2004.
