5th Premier of Manitoba. A member of the Conservative Party, he served in this position from October 1878 until December 1887. Born of Anglo-Métis descent near St. Andrews, Manitoba, Canada, he received a religious education and worked as a farmer, trapper, and teacher in the 1860s. He first entered politics in 1870 when he was elected to the Manitoba Legislature, serving there for 19 years. In October 1878 he became Premier of Manitoba, replacing Robert Atkinson Davis. In December 1887 he resigned when his government was accused of using trust funds for Métis children as general revenue and was replaced by David Howard Harrison. His other provincial posts include Minister of Public Works/Minister of Agriculture (1871 to 1874), Provincial Secretary (1875 to 1876 and & 1886 to 1887), Minister of Public Works (1875 to 1878), Provincial Treasurer (1878 to 1886), President of the Council (1879 to 1887), and Railway Commissioner (1886 to 1887). He died in Winnipeg, Manitoba at the age of 48. In 1904, Mount Norquay in Banff National Park, Alberta, was named in his honor.
