Arizona Territory Governor. Educated as a civil engineer, he worked for the railroads operating in Iowa and Ohio. During the Civil War, he served as a Lieutenant Colonel in the 3rd Kentucky Cavalry, Union Army. After the war, he became a federal revenue officer in the southern state's region. Moving to Arizona Territory in the early 1880s, he gained respect as a civil engineer performing surveying work on public lands. When President Benjamin Harrison took office he nominated Wolfley for position of Territory Governor. In 1889, Wolfley received unanimous confirmation as a Republican the 8th Arizona Territory Governor, serving until he resigned in 1890. While in office, his primary accomplishment was the administration and refinancing the territorial debt. After his resignation, he worked as a civil engineer for the Atlantic & Pacific Railroads surveying rail right of away routes. In 1908, he relocated to California and worked on projects to generate electricity. He lost his in a street car accident in Los Angeles.
