Houston Fire Deparment from March 1, 1893, to October 1924. W. E. Franks was a pioneer of the Houston Fire Deparment. He left the department two months before his death as his illness had forced him to retire. He was a member of the first volunteer fire department and one of the first salaried firemen when the department was organized in 1895. He moved to Houston when he was 2 years of age. He joined the volunteer department in 1882 and became a driver of Curtin Engine Company on February 01, 1893. He was at the station at 910 Hardy Street for 21 years before the new station was built for Company 9 at 702 Hogan St. James Hussey promoted him to captain in 1899 and he was Captain of Engine number 5 until being promoted to Second Assistant Chief in April of 1913. He was made assistant fire chief in December 1922 and held that position until April 1923. He then returned as a pipeman at station number 5 until he retired. Frank served under 13 mayors during his time with the department. He kept a record of many large fires which occured in Houston during his time with the department. He enjoyed telling accounts of previous fires and the old days in the department to the younger firemen. Member of the Knights and Ladies of Security and the Firemans' Union. Father of W. E.
