Rose was the daughter of Peter Cornelius Gallagher and Mary Ellen Ferry. She was born in Beaver Meadows, Pennsylvania, but moved to Luzere, Pennsylvania with her family shortly after her birth. She graduated from Luzerne High School and St. Joseph's Hospital School of Nursing in Philadelphia. Rose was employed as a director of nursing at Pennsylvania Hospital in Philadelphia, Pennsylvania. After retiring, she returned home to Luzerne County, and resided with her sisters Kathryn Gallagher and Mary Matthews in Kingston. She never married and had no children, although she had been engaged at one time. She always wore her hair up in a french twist. She died of abdominal cancer at the age of 76.
