Charlie was the son of Theresa Westbrook and Charles Cazeaux. His parents were never married.

Charlie lost his mother at the young age of 6. He and his sister, Margaret, continued living in the home with his grandfather, Louis Westbrook. Unfortunately the grandfather, suffering from dementia, passed away when Charlie was only 8.

Following the grandfather's death the 2 young children were sent to an orphanage where he was taught the trade of a tailor. Charlie eventually ran away and lived, in Biloxi, with his mother's only surviving relative, his aunt Henrietta (Mrs. Herman Kelly).

Charlie married Evelyn Swansine on 23 June, 1933, in Mobile, AL. They had 7 sons and 1 daughter, Larry, Theresa, Wayne, John, Dennis, Michael, Glenn and Kevin. All surviving to adulthood with the exception of John "Johnnie" Lynn.

Charlie was a WWII navy veteran, serving from 1942 - January 1945.

When his children were young, the family lived in Biloxi on Elmer St., behind what is now Bradford O'Keefe funeral home. The family later moved to Ocean Springs and lived at 1607 Porter Ave. Charlie died suddenly of a heart attack at home one afternoon while working on house repairs.
