Bill was born to William Arthur and Jewel Velma Garner McInnes. He received his B.A. in Religion in 1956 from Phillips University, Enid, OK and His Masters of Divinity from College of the Bible in Lexington, KY. He married Martha Alleen Sumpter. Their children are Martha Luanne McInnes and Alan Dale McInnes.
