She was the oldest of eleven children not including her six older half sisters and one older half brother from her father's first marriage. Zora's parents, Henry F Miller and Abbie J. (Ray) Miller, were married in 1881 in Eaton Rapids, Michigan. Abbie was born in Vermont, while Henry was from a Pennsylvania Dutch background. Zora's father and her maternal grandfather both served as Union soldiers in the Civil War.

Spouse(1) Henry Rushmore Packard, married 1901 in Charlotte, Michigan- their children were Stella, June, Joy, Lynn, Lyle, and Willard (Note: all children were male except for Stella). All of these children are linked below. All are interred in Michigan except for Lynn Packard.

Spouse(2) James "Morley" Tanner (son of James K. and Martha Tanner), married in the 1930s. Morley lived just down the road from the Packards for many years in Onondaga. Morley and Zora are buried next to each other in Section 3 of the cemetery.
