Herb was born in Kinsley, Kansas, the son of Joseph and Oriena J. Miller Brown. A lifetime Kinsley resident, he was a retired employee of the Edwards County Highway Department. He was a member of the First Christian Church, Kinsley and the Old Fiddlers Association. On February 25, 1928, he married Edna Alberta Worlein a.k.a. "Granny Grouch" in Dodge City.
