Norris Downs was the only child of of Mr. and Mrs. C. Norris Downs of Potomac Street in Williamsport. His nickname was "Newt". He loved history and kept up with current events with his love of reading magazines and the daily newspaper. The Williamsport High School newspaper stated that Norris had a great sense of humor which endeared him to many.
In 1925, The Morning Herald reported that Norris celebrated his 7th birthday by entertaining 40 of his friends at his home with a masquerade party. There were games, contests and storytelling by Mrs. H. F. Bink. Refreshments were served and there were party favors for each guest. Little Mary Louise Downs received a prize for best costume. Norris Downs was a Boy Scout.
The August 31, 1931 Morning Herald reported that Troop 1 of Williamsport had enjoyed a day hike to replace an overnight hike on Saturday, August 22. The group hiked on the towpath to the Lock Woods where they identified trees, set trails and gathered firewood. After they ate dinner, they played "capture the flag". Norris Downs, Roger Newcomer, Ira Ardinger and W. Collier won this game. Norris Downs was an active young man and a faithful member of Zion Lutheran Church.
Norris was one of fourteen Williamsport High School students who lost their lives when the school bus they were returning from a field trip in collided with an express train at Rockville, MD on the night of April 11, 1935. After the tragedy, the inhabitants of Williamsport gathered donations to build a public library in memory of the students. It still stands and is used to this day.
