Dr. Carter was retired from his occupation as a General Practitioner after 42 years of service. He served in the army during the Korean War and continued to serve his community in the number of ways. Dr. Carter was a member of the Westmoreland city council and served as the Vice Mayor. He was also a member of the Tri-County Rural Co-op Board of directors, the First and Peoples Bank Board of Directors, Citizens Bank Board aof Directors, Sumner Regional Medical Center Board of Directors. He was the Chief of staff at Sumner Regional Medical Center as well as the Medical Director of the Royal Care Nursing home. He was a Director oat Farm Bureau Insuance, a member of teh local Lions Club, a member of the Westmoreland Chamber of Commerce and served with the Sumner County Board of Education. He is survived by his: son - Mark (Stefanie) Carter, son - David (Vickie) Carter, daughter - Beth (Chris) Jones.
