Former Auxiliary for the Archdiocese of Baltimore and Bishop of the Titular See of Baris in Hellesponto, Monsignor Jerome Aloysius Daugherty Sebastian was born in Washington DC., to William Henry Sebastian and Kathryn Lyons. He received his early education at St. Patrick's Academy in his native city, and attended St. Charles College in Catonsville, Maryland. He then made his theological studies at St. Mary's Seminary in Baltimore.

Ordained to the priesthood by Archbishop Michael Joseph Curley on May 25, 1922, he served as a curate, and later pastor, at St. Elizabeth's church in Baltimore. He also served as director of Sodality Union of Baltimore, director of the Women's Retreat League of Baltimore, director of Junior Newman Centres, chaplain of the Carroll Club of Johns Hopkins University, prosynodal judge of the Archdiocesan Tribunal, and director of vocations.

At 58 years of age, Sebastian was appointed Auxiliary for the Metropolitan See of Baltimore, Maryland, by Pope Pius XII, receiving his episcopal consecration with the Titular See of Baris in Hellesponto on February 24, 1954, from Archbishop Amleto Giovanni Cicognani, assisted by Bishops John Joyce Russell and Lawrence Shehan, at Assumption Cathedral.

Vicar general of the Archdiocese, he consecrated the Cathedral of Mary Our Queen on October 13, 1959. Monsignor Sebastian died on October 11, 1960, in St. Joseph's Hospital of a cerebral hemorrhage, aged 64, and was the first person to be buried in the crypt at the Cathedral of Mary Our Queen.
