Capt. Julius H. Higley, 109th U.S. Colored Troops. While the enlisted men and many of the non-commissioned officers of the U.S. Colored Troops were African American, the officers of these regiments were white. Captain Higley arrived at Indianola, Texas, in June 1865 and saw occupation duty there and at various points along the lower Rio Grande until March 1866.
