Nell Briscoe was born July 6, 1875 to William and Mary Louisa Dunlap Briscoe in Nevada (possibly Tuscararo, Elko County.)
According to her father's obituary, the family moved to Oregon in 1879 where they are found in the 1880 census record, living in Manzanita, Jackson County.
There is an Benton County, Oregon record for an October 26, 1892 marriage between a Nell Briscoe and Chester O. Mason. This may or may not be the correct Nell Briscoe, but the location and time-frame seem reasonable.
Nell next shows up when she filed for a license to marry Charlie Rasmussen. Both were divorced; both resided in Ferrell, Benewah, Idaho. The couple married February 2, 1909 in Spokane, Washington.
In the 1910 census, the couple resided in La Grande Ward 2, Union, Oregon. Nell was a dressmaker, working out of her home. And husand Charlie was a switch man for the railroad.
By the time of the 1920 census, Nell was listed as a widow, living in a Tillamook boarding house. It is not known when, where, or how husband Charles Rasmussen died. Nell's sister Pearl Burton and father William lived in the Tillamook area at that time as well. She was again listed as a seamstress. working at a dry goods store.
When father William died August 1, 1925, Nell was listed as informant. She and her father shared an address in Tillamook with the Burton's. She also lived with the Burton's at the times of the 1930 and 1940 census recordings.
Nell died May 8, 1968 in Tillamook; vault entombment is at Tillamook IOOF Mausoleum, May 11, 1968. Her obituary from the May 16, 1968 Tillamook Headlight-Herald follows:

Long-time resident of Tillamook, Nell Rasmussen, age 92, died May 8 in the Tillamook County General hospital. Born July 1875, Mrs. Rasmussen had lived at 2214 5th St., for the past 53 years. She was a housewife, belonged to the First Christion church and the Tillamook County Pioneer Association.
Funeral services were held Saturday, May 11, in Waud's Funeral Home with burial in the Tillamook IOOF Mausoleum. The Rev. Truman Robbins of Tillamook officiated.
Mrs. Rasmussen is survived by one niece, Mrs. Anne Braxmeyer of Tillamook; and two nephews, Robert Jones of Torrance, Calif., and William Jones of Lubbock, Tex."
