Roger Kent Briscoe was born to Whitby Briscoe and Elaine Miller Briscoe. His parents preceded him in death. He had a brother, Whitby Briscoe Jr., who survived him.

Roger Kent Briscoe wed Patricia Kaye Hastings, daughter of Ray Olen Hastings and Marguerite Iona (Warning) Hastings, at Immanuel Baptist Church in Quincy, Illinois, on 13 June 1964. From this their first and sole marriage, were born two children, Angela and Timothy.

Roger Briscoe loved the great outdoors. He loved to hunt and fish. He was a devoted family man. He took in and, with his wife, raised a niece and nephew like their own. Roger was a patriot. Donations were made by grief stricken family to two of his favorite charities, Fishing for Freedom and his local church. Roger bravely fought cancer. His ashes were scattered at his request, in the outdoors he loved, in his home town.
