Clement graduated in 1936 from Boyd High School. He won an oratory award in 1935. In 1936 he was presented with the Boyd High School's Representative Senior Boy Medal. While attending business college, Clement worked at St. Thomas College, St. Paul, Minnesota. He met his future wife on the riverboat Capital. Clement Mercier married Gladys Agnes Binker on June 1, 1940. They had one daughter, Judith Anne. Clement served in the army, 256 artillery, during World War II, from 1944-1946. In 1947, he joined the National Guard. Clement worked for the Great Northern Railroad. Clement was in the insurance business, with his own agency on the east side of St. Paul, Minnesota. He retired in 1982. Clement was a musician, who loved to play the guitar. Clement and Gladys moved to Colorado Springs, Colorado to be closer to their daughter's family.
