Kay was the daughter of Robert Ellis Smart and Starlene Gaynelle Lutz Smart. She the wife of Charles L. Batts, Sr. and the mother of two sons, Charles L. Batts, Jr., and Robert Scott Batts. She was a beloved kindergarten teacher at Topsail Elementary School in Hampstead and is deeply missed by her family and many friends.
