The Batesville, Ark., native was director of Parks and Recreation for the city of Bowling Green for 18 years.
He was a son of the late Adron and Mattie Roberts Sims.
Sims moved to Bowling Green in 1980 and taught as associate professor of parks and recreation at Western Kentucky University from 1980 to 1983. During his tenure as director of Parks and Recreation he oversaw the development of the CrossWinds Golf Course, opening of the new department facility on East Third Avenue, creation of the Lovers Lane Soccer Complex, construction of the Preston Miller Park and the Russell A. Sims Aquatic Center. He also fostered the construction of the Kaz Abe Beautification office and the Green House Complex and, because of use and added employees, succeeded in created the Parks Maintenance Facility. He also oversaw the renovations of numerous other buildings. During his tenure the department received the Outstanding Department Award. "I tried to make a difference, I thank God for the opportunity," Sims had said.
Survivors include his wife, Dianna Harper Sims; one son, Russell Scott Sims and his wife, Melissa, of Mamonee, Wis.; two sisters, Judy Wood and her husband, Jim, and Geneva Barlow and her husband, Fred, of Batesville; two grandchildren, Haley Ragan Sims and Paul Sims of Mamonee; a sister-in-law, Pauline Harper of Bowling Green; one special friend, Jamie Michael Wilson and his wife, Rachel, and their three sons of Colorado Springs, Colo.
