Eddie Oran Baxter lived his entire 92 years in Polk County, Texas, except for the time he spent in the military during World War II. He was stationed in Alexandria, Louisiana, and Salt Lake City, Utah. Many chapters of history concerning Polk County and many stories of its people were lost when he died, but his nieces and nephews will preserve some of the history and some of the stories that are their cherished legacy from him.

He was the son of Samuel Marion Baxter and Octavia Murphy, who are also buried at Menard Chapel Cemetery. His grandparents Christopher Columbus Murphy and Sarah Elizabeth Pittman are also buried there, along with his paternal grandfather and stepgrandmother, William Baxter and Nancy Thompson. His paternal grandmother was Mary Jane Waldrep. A brother, Allen Baxter, and a sister, Bertie Baxter Jones, are also buried at Menard Chapel Cemetery.
