Mayo B. Parks Jr. was born on May 30, 1944 in Rockville Centre, New York to Mayo B. Parks Sr. and Doris Frances (Denio) Parks.

Mayo attended Linden High School in Linden, New Jersey. According to his senior yearbook, Mayo was a member of the student council, the varsity football team, the varsity track team, the baseball team, and he was a photographer for the school's newspaper. Mayo graduated from Linden High School in May 1962.

Mayo began attending the University of Oklahoma (OU) in Norman, Oklahoma in fall 1962. During his tenure at OU, Mayo was a member of the Acacia Fraternity, serving as the organization's president during the 1965-1966 term; The National Society of Scabbard and Blade; Delta Sigma Pi (ΔΣΠ); the Interfraternity Council; ROTC; and the ROTC Drill Command Staff. He graduated from OU with a business degree in 1966.

Mayo received a commission as a Second Lieutenant in the United States Army on February 11, 1967. In October of this same year, Mayo married the love of his life, Margaret Mary Dunstan, in Linden, New Jersey. The couple had two sons: Scott and Stephen Parks. Mayo served in combat during the Vietnam War. For a time in 1973, Mayo worked in recruiting in Amarillo, Texas.

When he retired from military service on October 27, 1989, Mayo had attained the rank of Lieutenant Colonel. His military awards included a Meritorious Service Medal with 3 Oak Leaf Clusters; the Army Commendation Medal with the "V" device "to denote participation in acts of heroism involving conflict with an armed enemy;" Combat Infantry Badge; Purple Heart Medal; National Defense Service Medal; Vietnam Service Medal; and the Republic of Vietnam Gallantry Cross.

Mayo passed away at the young age of 53 on May 16, 1998. He was laid to rest on May 20, 1998 with full military honors at Leavenworth National Cemetery in Leavenworth, Kansas.
