Pennsylvania Governor. He attended Juniata College, then studied mathematics and teacher training at the State Normal School and was a professor there, (1882-83). He was Superintendent of Huntingdon County schools, (1884-90) and was a postgraduate of Harvard and the University of Pennsylvania, receiving a Ph.D in 1894. He became Chair of Pedagogy at the University of Pennsylvania, did doctoral work at the University of Jena, Germany and he served as President of Juniata College, (1895-1906). In addition, he served as President of the Pennsylvania State Teachers’ Association and was appointed the first Commissioner of Education for Puerto Rico, serving (1900-02). He served as Superintendent of Philadelphia’s public school system, (1906-15). In 1915, he was elected as a Republican the 26th Governor of Pennsylvania, serving until 1919. As Governor, legislation was enacted dealing with child labor, conservation, workers compensation and he helped coordinate Pennsylvania’s war effort by organizing the Council of Defense, during World War I. After leaving office, he served again as President of Juniata College, (1924-30). He died of a heart attack at age 67 while on a vacation.
