Maryland Governor. He owned and operated a successful mercantile store in Delmar, Maryland, as well as a grain business with branches in Salisbury, Baltimore and Washington, D.C. Entering politics, he served as a member of the Maryland House of Delegates, (1882 to 1883) and in the Maryland State Senate, (1884 to 1886). In 1888, he was elected as a Democrat the 41st Governor of Maryland, serving until 1892. During his term, the Australian secret ballot law was sanctioned, the mandatory tobacco inspection law was eliminated and legislation was enacted that taxed foreign corporations doing business within the state. After leaving office, he was again elected to the Maryland State Senate, serving (1895 to 1897). Declining further nominations due to illness, he lived retirement until death.
