He was the son of Harold Aaron Strauss who was born in Wilmington, Ohioa and Isla Adeline Connor Strauss who was born in Clinton, Iowa.
On Friday evening, July 10, 1936 as Robert Hollis Strauss, he married Elizabeth Goode O'Malley, daughter of Commander John O'Malley of Washington, D.C. in the post chapel at Fort Myer, Virginia. The ceremony was performed by Chaplain Dilbert.
They were the parents of three children.

Robert Hollis Strauss was born in Boston, Massachusetts in 1912. He graduated from the United States Military Academy at West Point June 12, 1935. From 1935 to 1937, he was assigned to the 13th Cavalry at Fort Riley, Kansas and from 1937 to 1939, to the 76th Field Artillery at the Presidio of Monterey, California. Following this assignment, he attended the Field Artillery School at Fort Sill Oklahoma.

In 1940, he graduated from the Air Corps Flying School at Kelly Field, Texas and was assigned to the 27th Bombardment Group at Hunter Field, Savannah, Georgia. In January 1942, he was detailed as air officer to the late General George E. Patton, then in command of the 1st Armored Corps. In August 1942, he returned to Hunter Field to activate and train the 312th Bombardment Group, which he commanded for approximately three years during its training period and subsequent operations in World War II in the Australia - New Guinea - Philippine area. While the 312th Bombardment Group was in combat, he completed 125 combat missions in the New Guinea, Leyte and Luzon campaigns. On Aug. 12, 1943, he was promoted to the grade of colonel.

Returning to the United States in March 1945, Colonel Strauss performed varied duties until February 1947, at which time he was assigned as a staff officer at Headquarters Tactical Air Command. He served in this capacity until his reassignment to the Air War College at Maxwell Air Force Base, Alabama in August 1948. Following graduation from the Air War College, he spent two years as chief of staff of the Northeast Air Command, Newfoundland. He then returned to attend the course at the National War College, Washington, D.C., graduating in June 1952.

Colonel Strauss was retained on duty at the National War College as a member of the faculty for the next three years until his assignment in 1955 as commander, MacDill Air Force Base, Florida. He then commanded the 384th Bombardment Wing at Little Rock Air Force Base, Arkansas during 1957 and 1958. He assumed command of the 806th Air Division at Chennault Air Force Base, Lake Charles, Louisiana in December 1958 and became commander of the 17th Air Division, Whiteman Air Force Base, Missouri on April 1, 1960 and August 1, 1963 he assumed command of Lockbourne's 801st Air Division.
