Richard was born to William and Maria C. (Sharkey) Power when the were living at 208 Bay Street in Taunton and William was working as a butcher.

In Jun 1917 Richard filed his WWI draft registration card when he was single, living on Bay Street and working as an auto agent for F. F. Nichols. At that time, he was described as being short with a slender build, brown eyes and black hair.

When he re-filed with the 1942 draft of WWII, he and Marie Power were living at 616 Bay Street, their phone number was 1215, and he was self employed. He was then 5'6" tall, weighed 135 pounds, and had brown eyes, gray hair, but marked as bald, and wore glasses.
