Vatican diplomat. Before asssuming his position as Apostolic Delegate to Great Britain in 1954, Archbishop O'Hara had served for seven years in the Vatican diplomatic service, and for 24 years as Bishop of the Savannah-Atlanta diocese in Georgia. Archbishop O'Hara was born near Scranton, Pennsylvania, the son of Dr. Patrick J. and Margaret Carney O'Hara. A short time later, his parents moved to 603 North 52nd street, Philadelphia, and O'Hara graduated from Our Mother of Sorrows School and Saint Joseph's Preparatory School in Philadelphia. He attended Saint Charles Borromeo Seminary, Overbrook, from 1911 until 1918, when he went to Rome to study at the Pontifical Roman Seminary.

In April 26, 1929, he was appointed Auxiliary Bishop of Philadelphia.
Consecrated on May 20, he was youngest bishop in the United States, and, at 34, one of the youngest ever appointed to the episcopate.
On November 26, 1935, he was appointed Bishop of Savannah, Georgia. Two years later, the name of the diocese was changed to Savannah-Atlanta.
