One of five children born to Duncan Ballentine, a Merchant and Banker, and Nancy Hunting and husband of Mary Kate Shaw.

In 1855, James Ballantine, aged 5 months, was living in Andes, Delaware, NY, in the home of his parents, Duncan Ballantine, aged 34, and Nancy Ballantine, aged 25, with brother, David Ballantine, aged 4, family friend, Betsey A. Peake, aged 10, and boarder, George C. Gibbs, aged 23. His father was shown to be a merchant.

In 1880, James Ballantine, aged 25, was living in Andes, Delaware, NY, with his wife, Kate Ballantine, aged 23. He was shown to be a Dry Goods Merchant. Living next door was Duncan Ballantine, aged 59, a bank president, Nancy Ballantine, aged 50, George Ballantine, aged 23, a clerk in a cooper shop, Agnes Ballantine, aged 20, Lilly Ballantine, aged 13, and Ephraim Ballantine, aged 17.

In 1892, James Ballantine, aged 38, a merchant, was living in Andes, Delaware, NY, with his wife, Katie Ballantine, aged 35. Obituary - Senator James Ballantine Dead - Kingston, May 4 - James Ballantine, Senator from the Twenty-sixth District, died this morning at his home, in Andes, Delaware County. He was seized with a paralytic fit and died within an hour. He leaves a widow and several children. He was born in Andes, January 27, 1855. When nineteen years old he started in business in Andes as a dealer in butter and general merchandise. He became interested in politics early in life, and was elected Trustee of Andes Village in 1876 and in 1877. He was elected Supervisor of the town in 1881, and for eight succeeding years was re-elected to the position. He entered the Assembly in 1889, having defeated Isaac H. Maynard, the strongest Democrat in the county, who had previously carried the county by large majorities. Mr. Ballantine became a member of the Republican State Committee in 1891. He sought the nomination in 1895 to Senate from the new Twenty-sixth District, composed of Delaware, Chenango, and Sullivan Counties, and received 15,028 votes to 9,571 cast for Henry Doyle, Democrat. He was a member of the Senate Committee on Public Printing, Railroads, Forest, Fish, and Game, Revision, and Engrossed Bills.
