James Carroll Burke was the son of Walter Ellis Burke and Lula Bell Yowell. He married Jane Harris Soutter on 24 Nov. 1923 in Culpeper, VA. She was born 28 Apr. 1888 in Culpeper and died 19 July 1993 in Orange Co., VA, the daughter of Granville Soutter and Emily Bailey.
