Joe was born November 8, 1916, in Wellston, Oklahoma, the first of six sons born to Frank Joe Synar and Adelaide Peterson Synar, both first-generation Americans of Polish immigrants. He attended Oklahoma A&M College where he edited the school newspaper, "The O'Collegian." Following graduation, he joined General Electric's advertising department. In 1942, he enlisted in the Army Air Corps and trained as a bomber pilot. He commanded a B-24 bomber, the Flak Fled Flapper, in the 380th Bomb Group in the Pacific theater, and was awarded the Distinguished Flying Cross and Air Medal with three Oak Leaf Clusters for bravery in action.

Following the war, he rejoined General Electric and rose to the position of Vice President in their communications department, based in the Dallas region. He also remained a member of the Air Force Reserve, eventually achieving the rank of captain.

He died on October 12, 1999, in Dallas, Texas.
