Alford came to Madison from Syracuse, New York, in 1855. He was a painter, and clerked in the Capital, House, Vilas House, and Park Hotel. Later he was a traveling sales representative for Fitch Brothers, a wholesale shirt business. In 1884, he and his brothers Frank and Walter organized a laundry which grew to be one of the largest in the state.
He was on the city council 1890-1891, taking a particular interest in transforming the street car system from mule-driven to electric powered. In 1893 he was elected mayor on the Democratic ticket. He was a member and president of the Fire and Police Commission for 25 years.
