First Lieutenant Homer R. Allen was born on 22 January 1919, the son of Mr. and Mrs. Jessie Floyd Allen. He was married to Dorothy Fay Allen. His hometown was Ventura, California, and he was a 1942 graduate of UCLA with a Bachelor of Science Degree. He received his commission as an officer on 4 July 1942.

During World War II, 1Lt Allen a Bombardier assigned to the 360th Bombardment Squadron, 303rd Bombardment Group (Heavy), Eighth Air Force, U.S. Army Air Forces; European Theater of Operations. He was assigned as Navigator on B-17F “Shack Hak” (tail/serial #42-2967) at Alamogordo Field, Alamogordo, New Mexico on 15 July 1942. They deployed/arrived, aboard "Shak Hak", at Molesworth, Cambridgeshire, United Kingdom on 16 October 1942. On 16 February 1943 his crew flew “Shack Hak” on a combat mission to strike a German submarine base at St. Nazaire, France. One witness stated that the plane “went down in water off Brest, France.” Neither Lt Allen nor any members of his crew was ever recovered, they were reported missing in action and ultimately declared dead on 16 February 1944. The aircrew is permanently memorialized at the Tablets of the Missing at Brittany American Cemetery, St. James, France.
