Thomas W Fowler was a sailor from the age of 14, working his way up from cabin boy to ship's captain. He was the captain of the salvage steamer Johnson. Captain Fowler's specialty was raising unlucky vessels from the great lakes murky Depths

As a diver, Captain Fowler participated in the construction of the Michigan Central Railroad tunnel under the Detroit River and later the Detroit- Windsor vehicular tunnel.
