Presidential Cabinet Secretary. He graduated from Harvard University, in 1847, studied law at Harvard Law School, (1849-50) was admitted to the bar and formed a law firm with Jairus W. Perry in Salem, Massachusetts. He was a member of the Salem Common Council, (1852-53, 57), Salem City Solicitor, (1858-63) and served as a judge of the Massachusetts Supreme Court, (1873-82). In 1885, as Democrat he was appointed by President Grover Cleveland the 36th U.S. Secretary of War, serving until 1889. While in office, he oversaw many important changes in the U.S. Army and recommended that the powers of the War and Treasury Departments be defined by a legislative act to prevent problems over disbursements. After leaving the cabinet, he was overseer of Harvard College, (1875-85), president of the Harvard Alumni Association, (1888-90) and president of the Peabody Academy of Science, until his death at age 73.
