Frank ran the family's general merchandise store in Calallen; it later bore his name. He served as County Commissioner for Precinct 1 of Nueces County from January 1933 until his death. Frank was instrumental in obtaining the right-of-way for Highway 9 (present-day Leopard Street) and sponsored its construction.

When he died, Frank had been critically ill for some time. His funeral services were held at St. Patrick's Cathedral. As a gesture of respect, the Nueces County Courthouse was closed February 17-18, 1936.
